Why can't Bitcoin mines that consume too much electricity be banned? They are disguised as high-tech

In the past six months, the digital currency market represented by Bitcoin has been crazy, with prices skyrocketing and huge fluctuations, causing many people to suffer huge losses.
In addition, Bitcoin mining requires a large number of mining machines, which brings with it the problem of high power consumption. The electricity wasted in mining has exceeded the electricity consumption of some countries.
The Cambridge Bitcoin Electricity Consumption Index released by the Cambridge Judge Business School at the University of Cambridge shows that the global annual electricity consumption of Bitcoin mining is about 127.48 terawatt-hours. Referring to the IEA (International Energy Agency) global electricity consumption ranking of countries, Bitcoin's electricity consumption has exceeded more than 100 countries and regions, ranking about 29th in the world.
Due to high energy consumption, Inner Mongolia issued a document in February this year stating that it would shut down all virtual currency mining projects by the end of April.
Relevant officials said that after the cleanup in the past two years, it is estimated that the proportion of mines in Inner Mongolia in the country will not exceed 20%.
It is not easy to ban Bitcoin mines. The Economic Information Daily quoted staff as saying that most mining projects are disguised as data centers, which makes supervision difficult.
“Companies disguise mining machines as ordinary servers, which are difficult to detect from the outside. It usually takes a certain amount of time to discover that their energy consumption and output value are seriously mismatched, but it is not easy to obtain evidence, so we can only cancel their preferential electricity prices.”
