    In accordance with the deployment of the document "Notice of the Department of Industry and Information Technology of the Inner Mongolia Autonomous Region, the Development and Reform Commission, the Public Security Department, the Local Financial Supervision and Administration Bureau, and the Big Data Development Management Bureau on the Inspection, Cleanup and Rectification of Virtual Currency "Mining" Enterprises" (Inner Mongolia Industry and Information Technology Department, Development and Reform Commission, Public Security Department, Local Financial Supervision and Administration Bureau, Big Data Development Management Bureau [2019] No. 384), the autonomous region's joint inspection team went to some leagues and cities to conduct a joint inspection on the cleanup and rectification of virtual currency "mining" enterprises. The relevant matters are hereby notified as follows.

1. Main contents of the inspection

This inspection is based on the analysis of materials reported by each league and city and relevant data held by the autonomous region, with the focus on identifying virtual currency "mining" companies that have nothing to do with the real economy, evade supervision, consume a lot of energy, and use the "big data industry" as a package to enjoy preferential policies in local electricity prices, land and taxes.

IV. Related requirements

(1) All leagues and cities must attach great importance to this, strengthen leadership, organize special forces, coordinate with the inspection team, provide the inspection team with necessary transportation and other guarantees, and ensure that this inspection work achieves practical results.

(2) The autonomous region will formulate unified technical standards for inspecting "mining" enterprises, and the inspection team will conduct inspections in accordance with the unified standards during the entire region.

(III) All leagues and cities should make good contact and communication with the public security and other relevant departments and enterprises in advance to ensure the smooth work of the inspection team. Individual companies that unreasonably obstruct and fail to cooperate with the inspection team in carrying out the normal inspection work will be treated as "mining" companies, and those that cause adverse effects will be held accountable for the legal responsibilities that the companies should bear.
