The State Council recently issued the "13th Five-Year National Informatization Plan" after being signed and approved by Premier Li Keqiang. The plan mentioned that by 2020, the construction of "Digital China" will achieve remarkable results and the informatization capabilities will be among the best in the world. Among them, blockchain technology was included in the "National Informatization Plan" for the first time.
During the 13th Five-Year Plan period, the environment, conditions and connotations facing the development of global informatization are undergoing profound changes. From an international perspective, the world economy is recovering in a tortuous manner and growing sluggishly amid deep adjustments. Global trade continues to be sluggish, the growth of the labor force is slowing down, resource and environmental constraints are becoming increasingly tight, geopolitical competition in some regions is becoming more intense, global problems and challenges are increasing, and the urgent need for the development of informatization in human society has reached an unprecedented level. At the same time, global informatization has entered a new stage of comprehensive penetration, cross-border integration, accelerated innovation and leading development. The intergenerational cycle of information technology innovation has been greatly shortened, and the innovative vitality, agglomeration effect and application potential have been released in a fission-like manner, triggering a new round of scientific and technological revolution and industrial transformation at a faster speed, wider scope and deeper degree. New technologies such as the Internet of Things, cloud computing, big data, artificial intelligence, machine deep learning, blockchain , and biological genetic engineering drive the evolution of cyberspace from the interconnection of everyone to the interconnection of everything, and digital, networked and intelligent services will be everywhere. The real world and the digital world are increasingly intersecting and merging, and the global governance system is facing profound changes. Economies around the world generally regard accelerating information technology innovation and maximizing the benefits of digital technology as key engines for addressing growth instability and uncertainty in the post-financial crisis era, deepening structural reforms and promoting sustainable development.
From a domestic perspective, my country's economic development has entered a new normal and is at a critical juncture of speed shifting, structural optimization, and power conversion. It faces the dual pressures of weakening advantages of traditional factors and intensified international competition, and multiple challenges such as stabilizing growth, promoting reform, adjusting structure, benefiting people's livelihood, and preventing risks. It faces the historical intersection of a new round of global scientific and technological industrial revolution and my country's economic transformation and industrial upgrading. It is urgent to give play to the advantages of informatization with wide coverage, strong penetration, and obvious driving effect, promote supply-side structural reform, cultivate new development momentum, and build new advantages in international competition. From the supply side, promoting the deep integration of informatization and the real economy will help improve total factor productivity, improve the quality and efficiency of supply, and better meet the people's growing, constantly upgrading, and personalized needs; from the demand side, promoting the deep integration of the Internet with the economy and society and innovating data-driven production and consumption models will help promote deep consumer participation and constantly stimulate new demands.
At the same time, there are still some outstanding shortcomings in my country's informatization development, mainly: the technology industry ecosystem is imperfect, the independent innovation capability is not strong, and the core technology is controlled by others, which has become the biggest weakness and hidden danger; the speed of Internet popularization has slowed down, the construction of information infrastructure in poor and rural areas has lagged behind, the supply of information services for special groups such as left-behind children and people with disabilities is weak, and there is a risk of widening the digital divide; the level of information resource development and utilization and public data openness and sharing is not high, and government service innovation cannot meet the needs of modernizing the national governance system and governance capabilities; institutional and mechanism obstacles that restrict the release of digital dividends still exist, and the laws, regulations and regulatory systems that are compatible with advanced information productivity are not yet sound; network security technology and industrial development lag behind, and the network security system needs to be further improved. Some places and departments have a weak awareness of network security risks, and cyberspace security faces severe challenges.
Comprehensive analysis shows that the 13th Five-Year Plan period is an important strategic opportunity period for informatization to lead comprehensive innovation and build new national competitive advantages. It is a key window period for my country to move from a network power to a network power and grow into a global Internet leader. It is a fierce competition period for information technology to move from following and running to running and leading, and to seize strategic commanding heights. It is also a period of coordinated burst of informatization and economic and social deep integration and full release of new and old kinetic energy. We must recognize the situation, establish a global vision, maintain strategic determination, enhance awareness of potential dangers, strengthen overall planning, focus on filling in the gaps, actively adapt to and lead the new round of information revolution, and strive to achieve major breakthroughs, major progress and major achievements in the next five to ten years, and create a new situation for informatization development at a new historical starting point.
