Ministry of Industry and Information Technology: Further improve the national blockchain and distributed ledger technology standard system by 2025

On March 28, the Science and Technology Department of the Ministry of Industry and Information Technology publicly solicited opinions on the "Guidelines for the Construction of Blockchain and Distributed Ledger Technology Standards System (2023 Edition)" (Draft for Comments) (hereinafter referred to as the "Construction Guidelines").

Blockchain is an important part of the new generation of information technology. It is a new database software that integrates multiple technologies such as distributed networks, encryption technology, and smart contracts. The international standard ISO 22739 "Terms of Blockchain and Distributed Ledger Technology" defines blockchain as "a distributed ledger formed by appending consensus-confirmed blocks in sequence using cryptographic technology to link". Blockchain has the characteristics of transparent data, tamper-proof, and traceability. It is expected to solve the trust and security issues in cyberspace, promote the transformation of the Internet from transmitting information to transmitting value, and reconstruct the information industry system.

Blockchain technology is used to establish a distributed trust mechanism to ensure that data within the system is open, transparent, traceable, and difficult to tamper with. Its technical system involves basic technologies such as distributed networks, databases, and distributed storage, key technologies such as consensus mechanisms, smart contracts, encryption, and interoperability technologies such as cross-chain and data formats.

The Construction Guidelines indicate that the current blockchain technology is developing rapidly, and it is necessary to accelerate the promotion of the summary, refinement and iterative optimization of technical achievements with new technical standards, focusing on promoting standards such as blockchain cross-chain communication mechanisms and cross-chain communication message specifications to ensure data interconnection between different chains. At the same time, it is necessary to actively develop security standards such as application service security, system design security, and basic component security to provide users with reliable and trustworthy blockchain services. Through coordination, the formation of technical paths and achievements generally accepted by the industry will promote the improvement of large-scale production efficiency.

The Construction Guidelines point out that with the rapid development of blockchain technology, blockchain applications have been implemented in many areas, covering product traceability, data circulation, supply chain management and many other fields. In order to effectively promote the development of blockchain applications, it is necessary to further strengthen industry service standards such as testing and evaluation, talent training, general service standards such as supply chain management, evidence storage, and traceability, as well as industry application standards such as intelligent manufacturing, e-government, and distributed energy, in order to meet the needs of industrial development. At the same time, it is necessary to accelerate the development of key standards around blockchain governance, and the standardization needs in the development and operation of blockchain systems, such as development, integration, and management, to ensure the high-quality development of the blockchain industry.

The Construction Guide also mentioned that by 2023, the top-level design of the blockchain and distributed ledger technology standard system will be clarified, the overall rules for the construction of the standard system and the development of standards will be studied, the relationship between standards will be clarified, and the development of basic common standards will be focused on to basically meet the standardization needs of my country's blockchain and distributed ledger technology. By 2025, the national blockchain and distributed ledger technology standard system will be further improved, and the basic commonality, key application demonstration and security standards of blockchain and distributed ledger technology will be continuously promoted to effectively guide the construction of my country's blockchain industry and improve the level of technology and application services.
